I love the last 2 paragraphs:

Mark Pifher, head of the state health department's Water Quality Control Division, said two of the proposed additions to the pollution list will soon be removed because of changing water quality standards that will put the waters in compliance with clean-water rules. 

"I don't think we have a significant problem," Pifher said. "Given the fact that we have almost 800 stream segments in the state and just over 100 are listed — and there are only six that EPA had a dispute with — that points to a fairly successful (situation)."
