I have a print on my wall of the St Francis by Herm Smith from the early 80s. There is a whitewater festival of sorts there every spring that I've been to a few times 10-15 years ago and my folks still go every spring (they're like 2 hours from there, a little closer than Denver). For eastern Missouri it's not a bad little stretch of water if the level is right.
The festival you talk about that is held by MWA there is camping and trophy service at the end of the weekend. It's cool The first pic the level was about 7 feet that was in January this year the second picture is at silver mines area of the Saint Francis on D bridge. It's a cool place about 2 hours from me but worth the gas.
