I have run the upper Rustic several times. I think you want 2.8' or so or higher. The 2.8 is scratchy in spots in a canoe, if I remember right. We put in below the white mile and pulled out at the bridge below Rustic. CRC says not recommended below 3.0' for the upper.
In a kayak you will be fine, the gauge read just under 3 feet this morning. It does look a little bony though. I would not go past mish or the narrows. The rustic stuff is a good ways up and it did not look all that fun. I personally have never run it though.
Ran it at around 2.6 and had a good time a few weeks ago. We put in just past mile marker 87 at a small fishermans pull off. Ran it down around 8 miles. several easy class III rapids if that is what you are looking for. It will be boney though
