They should be prosecuted to the fullest extent of the law. If they were trying to hit the boaters the shots would have been a heck of a lot closer. Total BS for sure though. Maybe they should have their guns confiscated seeing as they have proven without a shadow of a doubt that they are irresponsible gun owners.
When ya grow up floating a river that borders an indian reservation, it ain't that uncommon.
Or, wasn't uncommon, at least.
