Look to a LTL carrier, SAIA is one, usually a lot more affordable, but can take a week or 2 to arrive. When I was a dealer, 99% of the boats I ordered came SAIA..

Can you provide a few more details on SAIA? How would a raft and frame be required to be packaged?

The raft itself was rolled and placed in a heavy cardboard box and secured with packaging tape. We used light single sided corrugated cardboard and shrink wrap that is commonly available to protect the frame. We also put do not stack labels on the box that contain the boat, to ensure they didn't squash it from putting something on top...
Pretty simple, and about the same way I would package something to ship it UPS..

We have the entire set-up so just rolling and shipping wasn't an option.

We ended up using "citizen shipper" which is a peer to peer site like Uber, door dash etc. Never heard of them but so far its been incredible. Much cheaper than other options and shipper is going right to the boat owners home.

Usual caveats of due your own diligence apply but this has been by far the best way I've found to transport a boat under our circumstances.
