No ropes in Glenwood?

What's with the no rope policy in the Glenwood Springs Wave. We were down there at 6:30 last night and one of the parks people still showed up. They even pulled the rope on the pros this past weekend. For surfers, sups and kayaks the rope provides access when there is no eddy access. Sure you can give me the same old crap about safety, liability and protecting ourselves from ourselves but the park is use at your own risk and anyone who's using the rope has a certain skill level.
