I built a 4 bay frame recently for a super puma and it's pretty easy. Cost w/ NRS oar towers is about $400. Would recommend going that route.

Check with Gary at Rowframe.com. He might still be in the game. Otherwise, take some advice off his website and get crafty. Buy some 1.5" (1.9" OD) AL tube, a saw and a file. Get a kickbar from Downriver and/or see your local metal shop about welding on some diamond plate Aluminum, or go the Plastic Decking route.

Gary put together a very basic 3 bay frame for our 12 footer for about $350. Including his nice little oar towers and locks. 60x60.
