I was wondering that too, I am guessing it's so they can get their lower legs fully jammed under the thwarts to secure themselves in the boat without having to worry about entrapment should the raft flip.

Yes, that is likely why. We do the same thing at Gore. It does keeps a foot from getting stuck should it slide under a thwart.
