My vote is for American Whitewater Journal. Its $35 now. But this is a hardworking conservation group. The articles are grass roots by that I mean that most articles are well written by non professional writers, some of whom Ive met on the river (and I paddle only 50 days per year). Many articles are related to creeking, river running, exploring, safety and zdrags; and little or no playboating articles that I can remember. Focus is on waters in this hemisphere where the average guy or gal can travel to; as opposed to rivers in Africa, europe, etc.
