The minimum flow is 950(800 on a bad year), they don't drop below that usually due to farming and fish requirements. I've ran it at around 1,000 during the rapids and it was just fine. Lots of rock dodging, but the river isn't pushy at all.
I ran it once at about 800 cfs. We had heavily loaded 16' rafts. If it weren't for our duckies, I may still be there ;-) I can't believe how many times I got stuck on rocks. A smaller boat would be much better for flows below 1000 cfs. It is doable, but pick your line carefully in Disaster, Triplet, and Hells Half Mile. On our trip, one boat would get stuck, them someone would bump them off and get stuck. It is shallow in spots, so it is hard to get a good stroke with the oars to maneuver and dodge all the rocks.
