I got this e-mail from the City of Boulder's utilities department:

Dear interested people,
As of Thursday morning, our best estimate is that Barker Reservoir will spill sometime between Friday afternoon and Saturday afternoon. We do not expect that the pedestrian underpasses will be flooded, though the stream flow will come up. The Boulder Creek Festival will be happening at this time. Some people think the Reservoir has spilled already , but that is only because the wind has pushed some waves over the spillway.

I am copying the Boulder Police (Hayes) and Boulder County Sheriff-Emergency Office (Linda Stafford who will forward the message), too. As stream flows come up, please monitor water safety (tubing, kayaking, wading, etc) concerns and take appropriate action. This may also generate calls to your offices if kayaks are washed downstream.
