Scout bars -- level or slight tilt to outside?

I will soon be having scout bars welded to my cat drop rails.
I was thinking that slightly tilted toward the cat tubes (the scout bar just a tad higher than the adjacent drop rail) might be just a bit more secure. But after some minor "simulation," I think it would force an unnatural ankle tilt that could be worse -- and you're already a little bow-legged.
Curious though: Any thoughts on this? On manufactured cat frames with scout bars, are the scout bars perfectly level with the drop rails?

Over-thinking about boating is a main way I entertain myself when I'm not on the water (and due to recent surgery, I have been cooped up lately). Thanks for the vote for level -- I'm leaning that way (or should I say not leaning?).

level, there is only a 1/4 " difference between the NRS pipe and the scout bar. Your foot will never notice.

Thanks, all.
And, yes, they are the bars that Spider makes -- thanks, Spider.
They look good -- ends cut to fit nicely onto the drop rails.
(Spider, I'll let you know how the welding goes and if the welder has anything interesting to say; based on phone conversation, he plans to TIG.)
