You have to run that river in the evening.
I started off guiding there 20 years ago, and back then, you could walk down river on Hypalon on a busy day, literally!
But evenings are still nice, the custy’s aren’t aloud then, just drunk raft guides and private boaters.
Drink a beer and smoke a joint, and eat some Renaldos (Alphonso’s) on roach rock in the gorge (corner pocket), and it is still OK.
To god dam many people on most of this planet, but can still avoid the ones that aren’t worth a shit, at least some of the time...

We can make a good case for Glenwood too. Shoshone to Silt, Roaring fork, Aspen to Gwood. Throw in the upper C. Kyakers have The Crystal to run as well. Good runs, Good beer, Good weed. Easy shuttles, Shuttle service on all runs if you need it. Multi day trips. Yeah. Good stuff.

Unfortunately, wherever there's good water three are people. My vote is for the Salida area, but not because of the river. There are huge mountains, some great and growing cycling trails, and decent skiing at Monarch. Plus, there's a bonus, good food and weed.

For 2-3 weeks in June the Crystal is just fine for a 16' raft from the KOA to Ironbridge. It is not just for kayakers

You are 100% right, Idaho has too many damn permits and it is waaayyy too spread out. Boise totally sucks for whitewater access. Not even worth coming here, or buying a boat if you live here. If you like whitewater there are lots of better places. Anyone who says different is lying.
