I wonder if you need to submit $6 with each duplicate permit application. Sounds like a good way to raise revenue

It's basically a weighted lottery system like NPS is doing at Grand Canyon. Good idea. Only the diligent will stay on an accumulate greater chances as they keep losing. The new GC system is working far better than the old "pure lottery." Dinosaur needs to do the same thing. Pure lottery is pure lottery. Weighted lottery ups the ante and improves chances.

i got the email below being a lucky loser this year. seems like the same set up as the GC permit system. the only concern i have is that the idaho trips have a lot higher possibility for cancellations due to conditions out of the permit holder's control. based on the info on the website, if you win and cancel for any reason (even due to unsafe high water levels, closures due to forest fire, etc.) you don't get your weighted/additional entries back in the next years lottery. i think the GC system works because the possibility of cancelling due to conditions out of the permit holders control are very slim.

personally, i provided comment that i do not support going to a weighted lottery for any of the rivers in the idaho four rivers lottery system as proposed. if the weighted lottery gave consideration to the fact that some trips need to be cancelled due to unsafe conditions beyond the permit holders control, i would be more likely to support it. they are accepting comments until 3/15, so chime in one way or another to the address in the email.

Dear Four Rivers Lottery Applicant,

The Four Rivers Lottery Group is exploring the potential of moving to weighted lotteries by the 2015 floating season. A document has been posted on our website discussing some details about how weighted lotteries might be developed.

We want to know what you think of the idea of moving to a weighted lottery in general, and specifically by each river.

The best way to share your opinions and ideas is to send an email to: [email protected] with a subject line that starts with “Weighted Lottery”, or you can send us a letter at: Middle Fork Ranger District, HC 63 Box 1669, Challis, ID 83226, or fax it to: 208-879-4198. To be most useful to us, please submit your comments by March 15, 2013.

To help us quantify your responses, please tell us whether you support or disapprove of a weighted lottery and identify which river(s) your comments are directed towards.

A detailed description of our proposal is on our website at: http://www.fs.usda.gov/detail/scnf/passes-permits/recreation/?cid=fsbdev3_029568 .

In a separate document, also posted to our website, we have prepared some FAQs for boaters who have more questions. At the end of the FAQs you will find the application statistics for the past few years.
