The registration req's in UT are similar to CO, the process is different. Say you build a sailboat out of plywood, you still have to register it, just make up a serial number and let the authority in question know you made it and need to register it. You can show them receipts for supplies if requested. The difference is jurisdiction, Moab doesn't see the number of boat registrations than more northern UT locales, probably why it would take a lot longer. Off-topic but I'm glad I don't have the hassle of plating my non-commercially made trailer as it's most likely under 750 lbs.
