BLM Accepting Comments on Gore Canyon Whitewater Park

Dear Interested Party:

This letter is to inform you BLM has received an application for a right-of-way (ROW) from Grand County to build a whitewater park on the Colorado River just above Launch 2 at the Pumphouse Recreation site. The legal description for the project is 6th P.M., T. 1S., R. 82W., Section 12, Grand County, Colorado. The Kremmling Field Office is preparing to analyze the proposal through an Environmental Analysis. This notification is to give you the opportunity to comment on the proposal and have your comments considered in the environmental analysis.

The project is needed to provide a reasonable recreational experience as allowed by Colorado law; and in doing so, will: 1) Implement an important part of the Colorado River Cooperative Agreement (CRCA) among Denver Water and over thirty west slope entities that provides for the development of a RICD below Gore Canyon; and 2) Provide permanent protection for flows in support of the Outstanding Remarkable Values (ORV) for Recreational Floatboating in the Upper Colorado River as part of the BLM Resource Management Plan in support of the Wild &Scenic Rivers Stakeholders Group Alternative Management Plan.

The feature is proposed to be constructed in accordance with the approved designs for Recreational In-Channel Diversion (RICD). The feature consists of engineered designed boulders and block-like concrete objects placed across the stream channel that are not visible at normal flows and allow for fish passage at all flow rates. The engineering plans and designs are available at this office.

Construction timing is proposed in late fall and early winter in order to take advantage of low flows, after the brown trout spawn, as well as minimize impacts to recreational use. Construction mobilization is proposed and anticipated October 1, 2014.

The Preferred Alternative has direct proximity to existing facilities and use benefits as it is adjacent to a developed boat ramp, parking, bathrooms, picnic area and campground; riparian zone and potential impacts are minimized. Specifics of the preferred alternative can be seen on the BLM website at BLM Colorado | Kremmling Field Office.

coming from a rafter, it seems like an odd place to put it considering how many boats (especially commercials) that are putting in at launch 1.
why not put it in just above launch 1?

Where's Ramp #2?

I've never really paid much attention to the numbers of the boat ramps, however #2 Launch may be the concrete, furthest-upstream boat ramp. This would make sense if they numbered the ramps in the order they were built - does anyone know the ramp numbers?

I checked the BLM's website for a more detailed map than the project location map shown in the Environmental Assessment (EA) linked above (which shows about 7 square miles) and didn't find one, and the legal description on the EA only lists the "Section 12" but nothing more detailed. This is kind of like trying to find your street on a state-wide map.

Note - the EA appears to be an incomplete "shell document" that is no where near completion yet and has yet to have any actual analysis of the presumed impacts added added to it.

Hopefully we can get some better maps and maybe even some conceptual park design drawings without having to go to BLM Kremmling to review their hard copy files.

Launch 2 is where the staircase is just upriver from launch 3. Launch 3 is the furthest launch downriver.

#1 is the furthest up stream. you know.....the one everyone uses.

Thanks guys - I'd been under the impression the WWP would be upstream of all the launches. But apparently it's just above the the middle one.
