Were you soliciting?

You probably didn't have a permit....
Put your add in the craigslist "Who needs wood?" I'm sure you will sell a bunch.....

Yep. Vending without a license on city property.
I got popped for selling shirts at the Grateful Dead shows in Denver back in the day.
Cop had no pity at all for a dirtbag skierboater between seasons.

Well I hope things improve on your end but I do have to ask: Do you think you can sell wood cheaper then those who actually pay the appropriate fees to do so? Seems like that may be a factor in things here. I pay a license fee for my work and would take issue for those who get away with getting around doing so.

it's in the marketing

You had the wood in the back of your truck looking all dirty and gross, first problem. Second, you probably looked liked you worked and were trying to get ahead, cops don't like that. You need to create a back story on how your wood is super kind and only have bundles of five pieces wrapped in saran wrap. Next go to the hole in Pagosa's heart known as Fairfield time shares. Dress up you smuck, be the bible salesman! Now sell bundles to the elite, or at least in their own minds. I bet you could get $10-$20 per bundle for their evening fire, remember super kind, super kind. Remember you paid for the permit and everything else is labor, they can't tax labor!
