Vyna Bond how to?

My state requires registration numbers for a boat of the type I have. So, I purchased a boat number plate via Boat Number Plates. The "plate" is actually a pvc patch of sorts with a spot for my state sticker and the registration numbers already on it in the proper format. Anyway, There's no info on the Vyna Bond site or my boat manufacturer, or the boat plate company regarding putting the plate on with the boat inflated or not. For the instructions that came with the plate, they suggested a specific brand of pvc glue and provided only instructions for that glue, which do state you can apply the number plate with the boat inflated or deflated - either one is okay, but these are instructions only for that specific brand of glue. I found I could get Vyna Bond cheaper from NRS than the other glue that was mentioned. Anyway, I can't find anything regarding Vyna Bond application other than the rudimentary instructions on the can. I suspect it might be better to have the boats side tubes fully inflated before applying the plates. I'm sure this is just the same as applying a patch or a really large d-ring patch. Inflated or deflated - does it make any difference as long as you get all the air bubbles out and the surface is completely flat and free of wrinkles? Anyone have any helpful suggestions? Iv'e never patched a boat while it was inflated, but I have put on lots of d-rings while it was. If it is just registration numbers, I don't see how you can go wrong either way. I have gently used a heat gun or a hair dryer to hurry the Vyna-Bond drying process along.
