Star Sunburn?

One of my friends got a free Star (12'?) raft for free. On the bow and stern there is what she was told is called a "sunburn". It looks like rust coating the top of the tubes, but it is sticky like glue. We rubbed it down with a bunch of MEK and that seemed to take away most all of the stickiness, but the rust colored stain remains.

I was just wondering if anyone else has encountered a "sunburnt" pvc boat before? Why does this happen? It looks like it should be fine to use with the coloring, is there any reason why she shouldn't use this free boat because of the stain?

I would have them call the guys at Inflatable Technologies or take it in for a quick look. If anybody would know it's them.

Ive heard that the Star boats are kinda a ticking time bomb in the sense that they tend to be good for a long time and then just start letting go rather quickly.
