Who is responsible for the Clear Creek Slalom Course?

With Clear Creek up over a thousand cfs many of the gates are in the water and several cross river lines are dangerously low. At this point they are a problem for SUPers or rafts. We had a raft get tangled up with the steel cables over the S Platte a couple weeks ago and those got cut out.

As much as river users worry about ropes in the river, it seems very irresponsible to not monitor lines run over the river for recreation.

I support slalom as well, but some of these are truly annoying, as well as unsafe as Rich mentioned.
