Waterton Flow = Foxton + Deckers + ?

Right now Waterton is running ~250-300. Deckers has ~50. Foxton has ~35. Where is all the other water coming in? Is one of these gauges screwed up?

Lots of rain and snow melt in the area. Gauge shows what's coming out of the tunnel and cheeseman rez.
