River/whitewater Festival

I'm putting together a whitewater festival in Cody, Wyoming and I'm looking for some suggestions on things to do such as competitions, events, clinics, parties etc. We are thinking about having it in early September because most places are dried up, but we still have great flows here on the Shoshone. I believe it would be easier to get people to make to drive when there's limited rivers flowing in their own backyard. I'm looking for what people want to see in a festival in order to drive 7 hours from CO. If you can mention any other good festivals to get advice from that would be great too.

abundance of water & options for creeking & playing (cody in sept???).
great venue with nice atmosphere, trees, etc. = huge.
camping.
dogs allowed, drum circles not.
lack of cops.
movies, slideshows, good music, good food.

Good paddling potential will be important- if you can highlight the good paddling opportunities the festival will provide and 'sell' CO,UT etc paddlers on the idea that a Sept trip up to Cody will be worthwhile you have the potential for a good turnout. That being said the paddling alone will not draw out the masses unless you will be providing skook and upper cherry in one convinient location. Find other avenues to draw folks (like above ideas).

Also, consider finding a way to make this something that a boater's significant other will want to come to. After a spring & summer season of boating every free minute & telling that you'e gonna be spending time with them once the water drops, having 'them' want to attend the event also might help some make the trip.
