Looks like Yakima has something that might work:

Yakima Racks Canoe Locks & Kayak Locks - 2009 Yakima BoatLocker Boat Lock - 8007237

As they mention there is a piece specific to a paddle, but could not find only that paddle piece in a quick search.

I would think if you could find a U lock big enough (kinda like the bike locks) to fit over your frame could use that as long as the blades don't fit through. Not sure if they would come big enough though, probably pretty heavy as well.

The one freaky posted works. Its like a clamshell deal that goes around the paddle shaft. You thread the long cable lock through the holes in the clamshell and it secures the paddle. If somebody really wanted the paddle they could break the plastic clamshell, but it will prevent someone from easily walking with the gear. I use that when I keep boat and paddle on the rack.

you could just get an extra cable bike lock and wrap it around the frame and paddle real tight. Save some money

chasing water has the right idea, if i understand you right, you want to lock up a paddle on a bike frame. If that is the case just use a short peice of chain 2' and wrap the shaft to the tube, after a few wraps you wont be able to pull the blade through the chain, make sense?

What I did is just buy about 5 links of chain from the hardware store and run it around the shaft, cost about $2.50
