Foam

I am getting out of my hydrogeology class in 30 min and still need to cut my wavesport recon foam. My scissors or hacksaw won't work. Does anyone have any improvised foam trimmers/cutters?

use a sheet rock saw, or any serrated knife in your kitchen, a steak knife should work ok, sheet rock saw if you have time.

Use a hacksaw blade (loose not in the saw). You can bend the blade and make radius cuts to help with the sanding.

Bread Knife and torch

Bread knife and a torch. Heat the blade and it will melt through the foam in perfect straight lines. 4" thick foam is no issue with a hot knife.
