Flows damage Pueblo kayak course

I happened across this article about recent high flows causing damage to the Pueblo play park. It talks a bit about the strange ways that water rights work.

I was down at Pueblo last week; low at around 700 cfs. I thought the character of the holes was odd. Most holes were slow, but really sticky. Do they get faster and flushier at higher flow?
