Chutes+Foxton=Waterton?

Why is it that the Chutes and Foxton gauges don't add up to what the Waterton Gauge shows?

If they show different number should it be expected for the Waterton Guage to rise/fall related to the total on the Foxton/Chutes gauges? Or are there a couple of tributaries between the gauges?

This may have been talked about before if so just let me know.
