I'm no expert on the subject but I would say that it is highly unlikely that this stretch will flow at a runnable level(~250cfs) this year or in any "average" water year for that matter. It flowed late in the summer of '02 due to the fact that Denver Water was completely draining Antero Res. and partially draining 11-Mile Res. on the South Fork of the South Platte River and sending the water down to Strontia. Lake Dillon was already extremely low(somewhere around 35% capacity) and they chose to completely drain Antero rather than take more water from Dillon.
Now, it does look like they are currently ramping down the outflow from Dillon, so maybe they will compliment that water by ramping up the outflow from the 11-Mile/Antero system. I just don't think it will really get up to a runnable level. Hopefully, I'm wrong. It's a fun stretch.
