Yes, you can definitely frame this boat. It has slightly oversized tubes and would makes a great 50/50 overnight/paddle boat option.
Look for any cracks in the hypalon or abrasion going down to the base fabric. You'll also want to test the boat for leaks. Do this by spraying the boat down with soapy water (you can use a weed sprayer or similar, with a couple teaspoons of dish soap).
Next check for moisture on the inside of the boat. Long term exposure to water, trapped inside, can break down the glue bond. With the boat deflated you can step on the material or rub it together...if it feels squishy when the inside materials rub together, it likely has or has had moisture trapped inside. You can also remove the floor valve and stick your finger inside to feel for moisture as well.
If all passes and you pressure test it and it holds for a good while (24 hours is a good measure), you should have a great used boat on your hands.
