The picture is a 2:1 MA to get a MA you need to have moving pulleys. If the pulley doesn't move you just have a bunch of change of direction pulleys. A quick rule of thumb is if the the moving pulley is on the thing to be moved it is an even MA (2:1, 4:1 etc.)if the rope is tied off to the load it is an odd MA (3:1, 5:1 etc.). You can also make it more complicated by tagging on an other MA to the system in place. I boils down to how much effort you want to put into lifting the load. I'd stick with the KISS principle less stuff to screw up.
