I have built multiple setups using wood and common exterior paint. Light, cheap and able to design whatever you want. Straps hold them tight. IMO, people seem to way overthink this.

One more cheapie

Here's a photo of one of mine. Scrap plywood, drilled and sawn, splashed with some leftover urethane varnish with a sprinkle of sand on the top side. Solid enough to walk on (I'm 200 lb.) I usually clove hitch a longer strap through the center holes to hold chairs, etc. when loaded down, and mount my pelican case behind the oar tower. There are a few more scraps of plywood in the shop for when this wears out, or I change the rails, or whatever.

Google (querie) EMS (Eastern Metal sales.....Dallas TX I think). They have several options on extruded plank bleacher seating. In combination with unistrut connectors, it can be affixed to most any pipe or tube size.
