I think 18 inches or wrapping is about right, at least for my setup and the way I row. A couple of inches above the rubber stopper so that it doesn't slide up the oar. An inch for the rubber stopper. A couple of inches so that you are not rowing on the stopper. I use about 12 inches or so of the wrap depending if I am gripping the handles, or for a change of pace, sometimes the oar shaft. I also sometimes row standing up. Plus another couple of inches below so that the oarlock is always on the wrap.
