There will be a decent sized scar afterwards, but it can be removed fairly easily. Best bet would be to heat the badge a small section at a time. You can use needle nose pliers to slowly lift an edge (pick an edge that might already be lifting). Don't try to pull the entire badge too quickly, make sure to heat and lift in segments, so you don't delaminate the boat fabric.
You can also try heating the badge really well and then running a piece of strong thread under it, similar to the process of removing a car decal. With the glue heated, running something like paracord or even dental floss behind it should zip it right off the tube. Then it's just clean up time to buff off old glue on the tubes.
