Floor for bucket boat

Hi, I'm getting ready to put a suspended floor in a 16' Avon pro using the NRS rail system. Not sure if I should put the plywood over the two rails or attach it below. I would use 4 of their clamps, two per side. The flower is approximately 44" x 26". Any suggestions?

I'd go over the rails if you can, will be a little stronger that way and prevent some sag.

I have a mat from a round trampoline. I've often thought the material would make a perfect floor for a cataraft or a bucket boat, assuming you could lace it in somehow to keep it tight and above the water line.
Anyone ever tried that, or wants to? I'd donate the mat assuming it wouldn't be too expensive to get to you from Arizona.
