Since what could be considered the best method for a two rail system isn't available, (Wild Goose).
Consider this for a two rail system -------------
On the outside rail:
Then this fitting on the inside rail:
This second fitting would allow a bay divider to go through to the outer rail.
They would have to be at offset heights with the outer obviously higher than the inner, but this should impart some of the strength to the oarlock area of the frame that is being sought.
The width of the side decks would be flexible to the designers needs with just a little routering needed on the underside of each deck at each inner fitting and perhaps the outer ones too.
