Oh, you can. In fact, there's a cool site called minimus.biz that sells tiny containers of almost everything you can imagine (and some you can't). Great for backpackers, and maybe some use for river folks too.
But for a Grand trip, 16 people for 19 days, maybe 4-6 tiny creamers in each cup of coffee, we're talking well in excess of a thousand of the things. At roughly 10 cents each, that's over $100. Plus, and I know this from painful backpacking experiemce, if one starts leaking, it gets the others wet, which makes them leak too (the paper foil seal deteriorates). They're really a non-starter for a trip of such duration and size.
I'm still slightly intrigued by the idea of a cream liquer. I'm gonna buy a bottle of Bailey's (we don't have St Brendans in our state-run stores) and see if I can get my coffee as ctreamy as I want it without getting too 'faced for first thing in the morning.
