I agree, It would also stop all the A holes that reserve post season trips a year in advance and then just cancel a week or two before the trip. My biggest issue is the hording of permits with no real intention of following through in August to October.
I also think that if you draw an August 15+ permit and confirm the permit in March only to cancel, then there goes your opportunity. If you don't know if you can pull it off. Don't apply!
There was a post about the split between private and outfitter launches. Well, all the private parties that cancel in August make that number more of a 50/50 split. If private parties are willingly giving up oppertunites
, I'll bet that we see a different management plan in the future for August and it wont favor private boaters. Just a thought.
