Our government is far from perfect, but for the most part, it was doing its job.
In the first half of the 20th century, people didn't give a damn about biodiversity. People wanted hydro-power and irrigation water. The government did it's job and built dams.
In the late 60's and early 70's people became alarmed at the loss of biodiversity. The Government did its job and passed the Endangered Species Act, which REQUIRED federal agencies to protect these fish.
In the early 80's, people became alarmed at the possibility of halting water development in the West to preserve these fish. The government did it's job and implemented programs that would compromise and attempt to avoid extinction of these fishes without dismantling the West's water infrastructure and halting water development.
What the government does in the future is (in theory) up to us.
