Near Last minute cancellations are posted by email. And you need to call the park service to get those permits, and pay ASAP.

So...here is the dilemma. I'm part of a trip this spring. both of our trip leaders have backed out at this point, but we still want to go. the plan is to cancel the trip and have everyone apply for the cancellation lottery(we have a bunch of first timers going so they should have 5 points each).
we know we will get the email, but we want to prep the group to know when to expect it to come out. but it sounds like what you are saying is that they wait until it builds up to about 10 cancellations before they put out the lottery, which means it would be pretty unpredictable to know when they will do it.
the voicmail of the NPS are out of the office until the 21st....
