i got the email below being a lucky loser this year. seems like the same set up as the GC permit system. the only concern i have is that the idaho trips have a lot higher possibility for cancellations due to conditions out of the permit holder's control. based on the info on the website, if you win and cancel for any reason (even due to unsafe high water levels, closures due to forest fire, etc.) you don't get your weighted/additional entries back in the next years lottery. i think the GC system works because the possibility of cancelling due to conditions out of the permit holders control are very slim.
personally, i provided comment that i do not support going to a weighted lottery for any of the rivers in the idaho four rivers lottery system as proposed. if the weighted lottery gave consideration to the fact that some trips need to be cancelled due to unsafe conditions beyond the permit holders control, i would be more likely to support it. they are accepting comments until 3/15, so chime in one way or another to the address in the email.
