Right, let me clarify, what is a reasonable middle blue level for an oar frame looking to float/fish from below the whitewater section to green mt.? Anyone know?

I would not bother below 900. It spreads out down there and splits up here and there. If you go before Green Mt fills up you will have more current longer in the lake, but the ramp will not be open. Once it fills it is a haul to the ramp if the wind is blowing. If the Blue runs this year (and it should) there will be a lot of dead trees moving around. The commercials keep the upper part clear of trees, but not many people go all the way down. There were some really low foot bridges at one point that were a trick to get under, but that was some time back.
