Lees Ferry Boat Ramp rigging? Does the permit holder have to be there?

Does anyone remember if I can start rigging my boat on the ramp before the permit holder shows up, or do I have to wait for them? I like to get an early start, 10-11, but the permit holder won't be there till 2-3.

On more than one occasion I've talked to the rangers the day before, explained that I had a situation very much like yours, and been given the go-ahead to start rigging first thing the following morning, before the rest of my gang arrived.

The only thing that might interfere would be if a trip launching that day was rigging late, and still had the ramp clogged up.

By regulation you can't rig before 10:30 unless you are leaving that day (our TL botched a few things and it happened to us, actually seems to occur commonly enough from Rangers opinion).

The rangers have always been great and understanding with us. You might just want to have your TL call to explain. I know they appreciated us calling the day before our launch (normal rig day) when our trip knew we would be making it to the region after dark.
