Search out the Irish Canyon Road (Wyoming 430). It is located about 5-7 miles east of Rock Springs and turns to the south. It's paved until you enter Colorado then turns to hard road base. Be careful if there have been any storms because it can be pretty slick. It will intersect with Colorado 318 between the two entrances to Lodore. I don't suggest the Clay Basin road off of Hwy 191; that route will be longer and much more dirt miles.
I live in Rock Springs, the road south hwy, 430 through Irish Canyon is a two lane hwy with some dirt that is improved as there is a lot of oil field traffic as well as ranchers using this quite a bit. A dozen Lodore trips and one Cross mountian trip using this route, never had an issue.
