In CO it is not req'd to be permanently attached due to the problems with a continually expanding and shrinking surface. I'd guess that other states do something similar.

Yeah nobody at game and fish had a clue on what to do. Aside from a small fishing cat I haven't seen any other inflatables. Neither has g&f, last Sunday paddling the Missouri through Bismarck g&f came over and checked us out. They were just making sure we weren't in a pool toy. Kids had fun, we played in a spot were I could point the noise into Wakes, 1 to 2 foot rollers.

I rather think they don't really know how to handle rafts with occasional motors. Trying to get registration for the first time was a bit of a farce as we (me and the clerk) tried to figure out how to circumnavigate the form; this in Moscow, ID which does have a little presence in the rafting world, ! I did notice when I renewed yest that the boat color is wrong as we now put the motor on a different cat; figured I would conveniently ignore that. May not be a legal defense but the point is we are trying to comply for our less than 20 miles a year under motor at put-put speed.
