While I've never ran a oar frame down the Blue I would guess that is about as high as you can go. 1500 is going to be tight, if even passable, and only to the campground ( I believe you are talking about Blue River Campground, as it is not Columbine Campground, it is Columbine Landing, which is the normal takeout after the rapids on the Upper (Dillon to Green Mountain) stretch of the river). The footbridge was close at 1100 so I'm sure it was a squeeze at 1300. After the campground the rivers clear until the Pipeline rapid and at this level it's getting pretty close in a paddle raft. Once it bumps up any more, it gets really tight under pipeline.
I'm referring to the Upper Blue between Dillon and Green Mtn, and not the lower.

Also from Cuttthroat Anglers and the BLM: "Attention Boaters: The BLM says that Two Bridges between State Bridge and Catamount is currently impassable. The Two Bridges located below Pinball Rapid is also, according to BLM postings at Pumphouse, impassable. In addition, beware the very low, possibly impassable, clearance at the Jones Ranch footbridge on the Blue River below Green Mountain Reservoir. We think it is fair to say that this is not the time for an inexperienced boater to be trying out their new raft."
