As far as I can tell 2 reasons:

1. Jeff wasn't trying to make money off of the concept
2. Duckies don't make as much sense in flatwater or surfing since they are slower in both instances. SUP has grown primarily out of a surf/flatwater. The whitewater SUP users are really a fringe group.

I used to think that SUP was just a way to shorten the time between swims, but this year at the upper Clackamas Whitewater festival I saw a fair amount of guys running Sups (standing up) in some respectable class III and IV- water. Its also notable that people make fun of duckies for a lot of the same reason. Who cares how folks get down the river as long as they do it safely.
