What is the projected cost of the reservoir? What if we spent half of that money on a program to teach people how to conserve water? Tax credits for grey water systems and low flow toilets and fixtures? Bumper stickers that say "If it's yellow let it mellow, if it's brown flush it down!" Public education can save a lot of water!

Conservation is the answer. Moving the highway, damming the river, and creating a giant freaking lake is not!
