That is just simply not true. Speaking of political science at community college, try reading some supreme court cases. I can recommend quite a few. The second ammendment (the one that is up for debate here) is significantly vague that it does not keep states from enacting their own gun laws. No state has had the stones yet to try to outlaw guns.....yet. If constitution had an ammendment stating "Ameircans shall have the right to arm themselves to the point that their asshole launches grenades," states would have to comply.
