Actually, foreign policy is the 3rd debate
and the next one is a "town hall" format where undecided voters (where DO they find these people?) ask the questions.
I would think the town hall format would lend itself to the 47%er and tax-return type discussions, as well as social issues. The candidates are probably less likely to steamroll voters in a town hall the way they did Lehrer last night, lest they come across as bullies.
But you're right that last night was Obama's chance to get down in the weeds on the smoke and mirrors of Romney's tax policy, and he didn't do that. Maybe Biden will get a chance to go there with Ryan, since he actually put out a plan to talk about?
