Can somebody explain pro and con of Amendemnt 38?

Before I mail this ballot, I want to clarify this.

I have read both pro and con, but some how seem confused how this is good or bad? http://thebell.org/VoterGuide2006.html#A38

Well, first off, look at the size of your ballot. Do you think it's been very difficult as the law stands now to get things on the ballot? I personally agree with that website you linked.

But regardless, here's my rule of thumb with all of these. I don't just read them and read other materials and decide whether to vote yes or no. I start from the position that I am going to vote NO, since that is the status quo, that means no change in current law. And, therefore, in order for me to vote yes I must be convinced to switch. A-38 did not do that for me.

It's horrible! Vote No. Personally I vote no on almost all constitutional amendments as a matter of course unless they are extremely well thought out. It will almost always lead to unintended consequences. See TABOR for the best example of well-intended amendments gone wrong. This type of crap is best left to the legislators as awful as that sounds

Anyhow, Amd. 38 . . .

It potentially means a totally deadlocked local government. It allows a very small minority to gridlock government through the petition process. You think its bad now, extend that down to the local level.

I could go into great detail about this thing but here's a link from the Colorado Municipal League that explains the consequences of Amd. 38.
