Not defending the guy in the story, as it sounds like he was trying to put on at the rafting company property. However, the article covers the laws about waterways not being well defined, and whole two percent of rivers having public boating designation is sad.
Also, what the hell is up with the Welsh calling kayaks canoes? Have they forgotten what a canoe is? Do they not classify them separately?
